Accounting Fundamentals:
This course is designed to provide a basic foundation in accounting fundamentals for non-accountants, including project managers and new finance staff who are involved in grants management. Basic accounting concepts and tools covered in the course include:
• the chart of accounts
• general journal
• general ledger
• balance sheet
• income statement
• accounts receivable
• accounts payable
• payroll
• travel
• receipts and disbursements
• the cash versus accrual accounting methods
The course also covers and stresses the importance of good communication, internal controls, documentation and records retention. In addition, the course provides an overview of the audit process.
Disadvantaged Business Enterprise (DBE) Rule: How to Negotiate Fair Share Objectives
The EPA DBE program has four key functional components, one of which is the fair share objective requirement. A fair share objective is a goal based on the capacity and availability of qualified, certified Minority Business Enterprises (MBEs) and Women's Business Enterprises (WBEs) in the relevant geographic market for the procurement categories of construction, equipment, services, and supplies. A recipient must submit its proposed MBE and WBE fair share objectives and supporting documentation to its designated Regional MBE/WBE Coordinator within 120 days after its acceptance of a financial assistance award.
