SUMMARY: This Request of Applications (RFA) announces the availability of funds and solicits applications from eligible entities for projects to conduct demonstration, training, education and/or outreach activities to reduce exposure to indoor air contaminants and yield measurable environmental outcomes, primarily in homes and schools. This announcement solicits applications for activities that will be carried out at the regional, state, or local level within the ten EPA regions. Within this solicitation, assistance agreement requirements and specific priorities are identified for each of the ten EPA Regional program offices. Applications will be evaluated and selected by the EPA Regional office for the geographic area where the project is proposed to be conducted. Projects must be performed entirely within one region.

ATTENTION: The U.S. Environmental Protection Agency is accepting assistance applications for Regional Indoor Environments: Reducing Public Exposure to Indoor Pollutants announcement number EPA-OAR-ORIA-12-04 for a nation-wide total not expected to exceed approximately $3.0 million in funding for demonstration, training, outreach and/or education assistance agreements to carry out activities to reduce exposure to indoor air contaminants and yield measurable environmental outcomes.

PROPOSALS MUST BE RECEIVED BY Thursday, April 12, 2012, by 4:00 p.m. (EDT).

EPA’s ten regional offices, each of which is responsible for the execution of EPA’s programs within several states and territories, contribute to the national indoor environments program goals by carrying out activities at a regional, state or local level. This announcement solicits applications for activities that will be carried out at the regional, state, or local level and which will contribute to the national indoor environments program goals. Each Region has developed a set of activities, described in the RFA, that highlight specific environmental issues, projects, and/or programs that are priorities for their regional indoor air program. Applications must address one or more of the regional priorities that apply to a region. Applicants may submit applications for multiple regions (each one must be separately submitted) but they may only submit one application per region. Applications will be evaluated and selected by the EPA Regional office for the geographic area where the project is proposed to be conducted.

All applications are required to:
• yield results that can be tracked, evaluated and reported;
• clearly articulate a plan to produce results and/or benefits on a local to Regional scale, and identify the specific EPA Region where the work is to be performed; and
• align with EPA strategic goals, objectives, outputs as described in the RFA.
