FEMA Mitigation Plan Development Workshop Feb 28-Mar1

The Federal Emergency Management Agency, Region IX, in partnership with the Blue Lake Rancheria is hosting a Mitigation Plan Development Workshop event on February 28-March 1, 2012. The Workshop will be held at the Blue Lake Casino and Hotel in Blue Lake, California. This workshop is part 3 following the series of workshops delivered in August and September, 2011.

A mitigation plan is a strategy for long term community sustainability by breaking the cycle of disaster damage, reconstruction, and repeated damage. A FEMA approved mitigation plan is also a condition for receiving certain types of non-emergency disaster assistance under the Disaster Mitigation Act of 2000 (Public Law 106-390).

This class will build upon existing knowledge and resources to facilitate the development of a mitigation plan for each Tribe. Participants must be knowledgeable about and be prepared to discuss: local hazards, the built environment in their area and the regulatory/financial/technical and staffing resources available in their community. The session is primarily a facilitated discussion supported by group activities.

Part 1: Introduction and Overview

Part 2: What are the hazards?
Participants will look at hazard maps produced by the State of California to describe the hazards faced by their community

Part 3: What is at risk?
Participants will work with the maps to depict where their important assets and resources are: critical facilities, cultural resources, housing, schools etc…

Part 4: What can we do about it?
Participants will brainstorm solutions for protecting community assets

Part 5: What do we need to make it happen?
Participants will identify resources: money, training, skills, staff etc… they need to implement their ideas

Part 6: What do you have/what’s missing
Participants will identify what resources they have and what they still need

Part 7: Develop a Strategy
Participants will describe their top priority ideas and how they plan
to implement them: who’s in charge, how long will it take, where is the money coming from etc…

Part 8: Next Steps
Participants will understand the next steps and how to submit a mitigation plan to FEMA for review.

• This workshop has a limited class size of 35 participants. Priority will be the given to those in the Cascadia zone (tribes in the Counties of Del Norte, Humboldt, Mendocino) but open to others that want to attend. Class enrollment on a first come, first serve basis.
