July 2011 - Over $2 Billion in Federal Funding Available for State, Local, and Tribal Governments
This message announces the availability of more than $2 billion in current or upcoming funding opportunities for state, local, and tribal governments from the U.S. Environmental Protection Agency (EPA), the Department of Housing and Urban Development (HUD), the U.S. Department of Agriculture (USDA), the U.S. Department of Transportation (DOT), the U.S. Department of Energy (DOE), the Centers for Disease Control and Prevention (CDC), and the U.S. Department of Commerce (DOC) that can be used to support climate and energy initiatives, including energy efficiency, regional planning, and renewable energy. ***DOE Clean Cities Community Readiness and Planning for Plug-in Electric Vehicles and Charging Infrastructure – Approximately $5 million
• Application Due: July 14, 2011
• Eligible Entities: All types of domestic entities except for other federal agencies, non-DOE Federally Funded Research and Development Center (FFRDC) contractors, and nonprofit organizations that engaged in lobbying activities after December 31, 1995
DOE requests proposals for Clean Cities Community Readiness and Planning for Plug-In Electric Vehicles and Charging Infrastructure. This RFP will serve as a pilot program to stimulate community-based electric vehicle infrastructure readiness planning and implementation activities in anticipation of larger electric vehicle deployment efforts in the future. ***CDC Community Transformation Grant – Estimated $900 million
• Application Due: July 15, 2011
• Eligible Entities: State and local government agencies, state and local nonprofit organizations, federally recognized American Indian tribes and Alaska native villages, tribal organizations, urban Indian health programs
The purpose of this program is to create healthier communities by 1) building capacity to implement broad evidence- and practice-based policy, environmental, programmatic, and infrastructure changes, as appropriate, in large counties, and in states, tribes, and territories, including in rural and frontier areas; and 2) supporting implementation of such interventions in five strategic areas aligning with Healthy People 2020 focus areas and achieving demonstrated progress in the following five performance measures outlined in the Affordable Care Act: 1) changes in weight, 2) changes in proper nutrition, 3) changes in physical activity, 4) changes in tobacco use prevalence, and 5) changes in emotional well-being and overall mental health, as well as other program-specific measures.

*** DOT TIGER Discretionary Grants Request for Comments - $523 million expected

• Eligible Entities: State, local, and tribal governments, including U.S. territories, transit agencies, port authorities, metropolitan planning organizations (MPOs), other political subdivisions of State or local governments
DOT has announced the availability of $526.944 million in TIGER Discretionary Grants. As with the TIGER and TIGER II programs, funds for the FY2011 TIGER program are awarded on a competitive basis for projects that will have a significant impact on the nation, a metropolitan area, or a region. The TIGER program enables DOT to use a rigorous process to select projects with exceptional benefits, explore ways to deliver projects faster and save on construction costs, and make investments in our nation’s infrastructure that make communities more livable and sustainable. Projects will be selected based on their ability to contribute to the long-term economic competitiveness of the nation, improve the condition of existing transportation facilities and systems, improve energy efficiency and reduce greenhouse gas emissions, improve the safety of U.S. transportation facilities and improve the quality of living and working environments of communities through increased transportation choices and connections. DOT will also focus on projects that are expected to quickly create and preserve jobs and spur rapid increases in economic activity.

*** FTA Bus Livability Program Grant - $150 million

The Federal Transit Administration (FTA) is funding two programs in Fiscal Year (FY) 2011 in support of DOT’s Livability Initiative: the Bus and Bus Facilities grant funds (‘‘Bus Livability Program’’) and the Alternatives Analysis Program. The Bus Livability Program will be funded using at least $150 million in available FY 2011 Discretionary Bus and Bus Facilities Program funds. The Bus Livability Program makes funds available to public transportation providers to finance capital projects to replace, rehabilitate, and purchase buses and related equipment and to construct bus-related facilities, including programs of bus and bus-related projects for assistance to subrecipients that are public agencies, private companies engaged in public transportation, or private nonprofit organizations. *** FTA Alternatives Analysis Program - $25 million

The Federal Transit Administration (FTA) is funding two programs in Fiscal Year (FY) 2011 in support of the Department of Transportation’s (DOT) Livability Initiative: the Bus and Bus Facilities grant funds (‘‘Bus Livability Program’’) and the Alternatives Analysis Program. The Alternatives Analysis program will be funded using up to $25 million in FY 2010 and FY2011 discretionary funds. The purpose of the Alternatives Analysis Program (49 U.S.C. 5339) is to assist potential sponsors of New Starts and Small Starts projects in the evaluation of all reasonable modal and multimodal alternatives and general alignment options to address transportation needs in a defined travel corridor. DOE's State Energy Program seeks to provide grants to state energy offices in all states and U.S. territories to design and carry out their own renewable energy and energy efficiency programs. *** HUD Choice Neighborhood Initiative Planning Grant - $3.6 million
• Application Due: August 8, 2011
• Eligible Entities: Public Housing Authorities, local governments, nonprofits, and for-profit developers that apply jointly with a public entity
For FY2011, HUD will award two types of grants for the Choice Neighborhoods Initiative: Planning Grants and Implementation Grants. Planning grants will assist communities in developing a successful neighborhood transformation plan and building support necessary for that plan to be successfully implemented. Implementation grants will support those communities that have undergone a comprehensive local planning process and are ready to implement their “Transformation Plan” to redevelop the neighborhood. Choice Neighborhoods employs a comprehensive approach to neighborhood transformation. The program will support organizations working to transform neighborhoods by revitalizing severely distressed public and/or assisted housing and investing and leveraging investments in well-functioning services, high-quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs.

*** DOC Promoting Sustainable Working Waterfronts: A Toolkit for Community and Economic Development Practitioners- $0.3 million

• Eligible Entities: District organization; an Indian tribe or a consortium of Indian tribes; a state; a city or other political subdivision of a state, an institution of higher education or a consortium of institutions of higher education; and a public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a state
For many coastal communities, there is a strong need to maximize the potential of the waterfront as a driver for economic vitality. However, market forces, changing demographics, and increasing tax burdens on waterfront properties are increasingly driving a transition of waterfront properties toward residential or recreational uses. To promote the long-term economic prosperity of coastal communities, the U.S. Economic Development Administration solicits applications from qualified researchers to identify strategies, practical methods, and finance mechanisms to address current economic challenges and maintain the economic resilience and diversity of such coastal communities. Some critical factors that need to be considered are the desire to preserve water-dependent uses, opportunities to leverage the skills and abilities of the existing labor force, and preservation of community cultural norms.

*** FTA Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) - $49.9 million
• Application Due: August 23, 2011
• Eligible Entities: Public transportation agencies, federally recognized tribes or state DOTs
As part of the FTA’s Sustainability Program, the agency announced the availability of funding for the Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) program, which works directly with public transportation agencies to implement new strategies for reducing greenhouse gas emissions and/or reduce energy use within transit operations. These strategies can be implemented through operational or technological enhancements or innovations. There are two eligible purposes for TIGGER grants: (1) For capital investments that will assist in reducing the energy consumption of a transit system; or (2) for capital investments that will reduce greenhouse gas emissions of a public transportation system. Project proposals may be submitted under either or both categories.

*** FTA Clean Fuels Program/Bus and Bus Facilities - $51.5 million

• Eligible Entities: Designated recipients in maintenance or non-attainment areas for ozone or carbon monoxide, which are entities designated to receive federal urbanized formula funds under 49 U.S.C. 5307; direct recipients, tribes, and state departments of transportation in attainment areas
As part of the FTA’s Sustainability Program, the agency announced the availability of funding for the Clean Fuels/Bus and Bus Facilities program. The Clean Fuels Grant program was developed to assist nonattainment and maintenance areas in achieving or maintaining the National Ambient Air Quality Standards for ozone and carbon monoxide. The program also supports emerging clean fuel and advanced propulsion technologies for transit buses and markets for those technologies.

***DOE SunShot Initiative: Rooftop Solar Challenge to Induce Market Transformation – Approximately $12.5 million
• Application Due: August 31, 2011
• Eligible Entities: State or territorial governments; local governments; consortia made up of regional or statewide teams of local governments, large single jurisdictions, or Indian tribes; or entities authorized to act on behalf of a consortium. Entities must represent a total population of 500,000 or greater
The objective of this funding opportunity is to achieve measurable improvements in market conditions for rooftop photovoltaics across the United States, with an emphasis on streamlined and standardized permitting and interconnection processes. DOE anticipates providing up to $12.5M, to up to 25 awardees, to accomplish the goals of this funding opportunity.

*** DOC Economic Development Administration Public Works, Economic Adjustment, and Global Climate Change Mitigation Programs Opportunity – Likely ~$25 million
• Application Due: Depends on funding cycle; next funding cycle is due September 15, 2011
• Eligible Entities: State and local governments, federally recognized tribes, nonprofits, private institutions of higher education
DOC’s Economic Development Administration (EDA) helps distressed communities establish a foundation for durable regional economies throughout the United States. EDA generally allocates funds for the Global Climate Change Mitigation Incentive Fund (GCCMIF) to support projects that foster economic competitiveness while enhancing environmental quality. EDA anticipates that these funds will be used to advance the green economy by supporting projects that create jobs through and increase private capital investment in initiatives to limit the nation’s dependence on fossil fuels, enhance energy efficiency, curb greenhouse gas emissions, and protect natural systems.

While the amount of funding available through this opportunity is dependent on FY2011 appropriations and is not yet known, EDA allocated $25,000,000 for the GCCMIF in 2010. The average size of a GCCMIF investment was approximately $840,000.

*** HUD Sustainable Communities Regional Planning Grant Program Advance Notice – $67 million

HUD has released advance notice of funding for the Sustainable Communities Regional Planning Grant Program. This program supports metropolitan and multijurisdictional planning efforts that integrate housing, land use, economic and workforce development, transportation, and infrastructure investments in a manner that empowers jurisdictions to consider the interdependent challenges of: (1) economic competitiveness and revitalization; (2) social equity, inclusion, and access to opportunity; (3) energy use and climate change; and (4) public health and environmental impact. HUD is not yet receiving preapplications or applications.

*** DOE Weatherization Formula Grants – Likely to be approximately $210 million
• Application Due: Varies by program year, next due date is August 1, 2011
• Eligible Entities: Agencies that administer the WAP program
DOE requests proposals for the Weatherization Assistance Program Formula Grant. The purpose of WAP is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce residential expenditures, and improve health and safety. Lead applicants must be agencies that administer the WAP program. Proposal due date varies by prime applicant’s program year. Grantees will be notified as soon as an update on FY 2011 funding becomes available. For planning purposes, grantees should proceed with their respective plans using the same funding level as the DOE 2010 appropriated funds.
