Dear Chairperson:
You are invited to the next Regional Tribal Operations Committee (RTOC) meeting on July 26-
28, 2011 in San Francisco. The RTOC is a quarterly forum for the United States Environmental
Protection Agency (EPA) and tribes from Nevada, Arizona and California to discuss
environmental policies and priorities.
On Tuesday, July 26, there will be a Tribal Caucus Meeting which is open only to tribal
representatives and tribal leaders.
On July 27 and 28, tribal and EPA representatives will meet to discuss topics of mutual interest
which impact Indian Country. Topics for this meeting will include:
1) EPA’ s Tribal Consultation Policy - we will outline the agency’s tribal consultation
process and continue the discussion about implementation;
2) Draft Guidebook for Building Tribal Environmental Capacity - EPA will be presenting
and seeking tribal comments on this draft guidebook.
3) Tribal New Source Review Rule (NSR) which will regulate air emissions from
facilities on tribal lands.
In addition, during the RTOC meeting, elected tribal officials will have the opportunity to
separately meet with the Deputy Regional Administrator (DRA), Keith Takata, where you will
have the opportunity to discuss your concerns or thoughts regarding your environmental
programs or issues. This upcoming meeting of tribal leaders and the DRA will be held on July 28
at 1:00 pm. The meeting location will be given at the RTOC meeting.
To help us better plan the meeting between elected tribal officials and the BRA, please
complete the attached form and return it to my office Monday by July 18. This form will
also serve as a RSVP for the meeting. If you are unable to attend the RTOC meeting but would
like your issues presented by a designated senior tribal official, providing the information
requested in the attached form also serves that purpose.
