This call is intended to provide listeners with background information to support effective engagement in the future as the EPA responds to recent direction from the President on this topic. Announcing an EPA presentation for state and tribal officials titled “Building a Common Understanding: Clean Air Act and Upcoming Carbon Pollution Guidelines for Existing Power Plants.”
This presentation will be presented through Adobe Connect Meeting.
Summary: To provide the state and tribal officials with an overview of Clean Air Act provisions for regulating carbon pollution from existing power plants.

Background
On June 25, 2013, President Obama issued a Presidential Memorandum directing the Environmental Protection Agency (EPA) to work expeditiously to complete carbon pollution standards for the power sector.
The agency is using its authority under section 111 of the Clean Air Act to issue standards, regulations or guidelines, as appropriate that address carbon pollution from existing power plants, including modifications of those plants. The Presidential Memorandum specifically directs EPA to build on state leadership, provide flexibility and take advantage of a wide range of energy sources and technologies towards building a cleaner power sector.
This overview presentation is an initial step in EPA’s effort to engage directly with states on issues informing the design of the existing source program. This webinar presentation provides a basic understanding of Clean Air Act section 111 to prepare participants for more in-depth discussions with EPA. In the coming weeks and months, there will be many opportunities to further engage with EPA in-person and by teleconference on issues that may inform the design of the program. State participants will be able to view and listen to this webinar online and submit questions to EPA staff. In addition, a recording of this webinar will be posted at http://epa.gov/airquality/cps/webinar.html and on EPA’s YouTube Channel by August 28th.
EPA will offer a follow-up conference call about the overview presentation for states and tribes on September 9th. Similar follow-up conversations about the overview presentation will be available for community groups, industry and environmental groups. Additional information about these calls, as well as further tribal consultation, will be available in the coming weeks.
The Presidential Memorandum directs EPA to issue proposed carbon pollution standards, regulations, or guidelines, as appropriate, for modified and existing power plants by no later than June 1, 2014 and issue final standards, regulations, or guidelines, as appropriate, by no later than June 1, 2015. In addition, the Presidential Memorandum directs EPA to include in the guidelines addressing existing power plants a requirement that states submit to EPA the implementation plans required under section 111(d) of the Clean Air Act and its implementing regulations by no later than June 30, 2016.
