The U.S. Department of Energy's (DOE's) Tribal Energy Program is pleased to forward the following information on funding opportunities available to tribal, state, and local governments. EPA Greening America’s Capitals
Design Assistance Letters of Interest due: June 20, 2011
Eligible applicants: State capital cities
The Office of Sustainable Communities in EPA’s Office of Policy is seeking letters of interest from state capital cities that want to develop in ways that reflect the principles of smart growth, green building, and the Partnership for Sustainable Communities. The Partnership for Sustainable Communities is an interagency effort of EPA, the U.S. Department of Housing and Urban Development, and the U.S. Department of Transportation to protect the environment, promote equitable development, and help address the challenges of climate change. The goal of Greening America’s Capitals is to help state capital cities create a clear, implementable vision of distinctive, environmentally friendly neighborhoods that incorporate innovative green building and green infrastructure systems. USDA Rural Energy Assistance Program Energy Audit and Renewable Energy Development Assistance – estimated $2.8 million
Applications due: June 30, 2011
Eligible applicants: Units of state, tribal, or local government and their instrumentalities, institutions of higher education, rural electric cooperatives, and public power entities
The Rural Energy Assistance Program Energy Audit and Renewable Energy Development Assistance grant program is designed to assist farmers, ranchers, and rural small businesses; the program provides grants for energy audits and renewable energy development assistance. DOE Clean Cities Community Readiness and Planning for Plug-in Electric Vehicles and Charging Infrastructure – approximately $5 million

Eligible applicants: All types of domestic entities except for other federal agencies, non-DOE Federally Funded Research and Development Center (FFRDC) contractors, and nonprofit organizations that engaged in lobbying activities after December 31, 1995
DOE requests proposals for Clean Cities Community Readiness and Planning for Plug-In Electric Vehicles and Charging Infrastructure. This RFP will serve as a pilot program to stimulate community-based electric vehicle infrastructure readiness planning and implementation activities in anticipation of larger electric vehicle deployment efforts in the future. CDC Community Transformation Grant – estimated $900 million

Eligible applicants: State and local government agencies, state and local nonprofit organizations, federally recognized American Indian tribes and Alaska native villages, tribal organizations, urban Indian health programs
The purpose of this program is to create healthier communities by 1) building capacity to implement broad evidence- and practice-based policy, environmental, programmatic and infrastructure changes, as appropriate, in large counties, and in states, tribes, and territories, including in rural and frontier areas; and 2) supporting implementation of such interventions in five strategic areas aligning with Healthy People 2020 focus areas and achieving demonstrated progress in the following five performance measures outlined in the Affordable Care Act: 1) changes in weight, 2) changes in proper nutrition, 3) changes in physical activity, 4) changes in tobacco use prevalence, and 5) changes in emotional well-being and overall mental health, as well as other program-specific measures. DOE SunShot Initiative: Rooftop Solar Challenge to Induce Market Transformation – Approximately $12.5 million Applications due: August 31, 2011
Eligible applicants: State or territorial governments; local governments; consortia made up of regional or statewide teams of local governments, large single jurisdictions, or Indian tribes; and entities representing a total population of more than 500,000, which are authorized to act on behalf of a consortium
The objective of this Funding Opportunity Announcement for a Rooftop Solar Challenge is to achieve measurable improvements in market conditions for rooftop photovoltaics across the United States, with an emphasis on streamlined and standardized permitting and interconnection processes. DOE anticipates providing up to $12.5M, to up to 25 awardees, to accomplish the goals of this funding opportunity. For more information, visit the Grants.gov Website.
DOC Economic Development Administration Public Works, Economic Adjustment, and Global Climate Change Mitigation Programs Opportunity – Likely ~$25 million
Applications due: Depends on funding cycle; next funding cycle is due September 15, 2011
Eligible applicants: State and local governments, federally recognized tribes, nonprofits, private institutions of higher education
DOC’s Economic Development Administration (EDA) helps distressed communities establish a foundation for durable regional economies throughout the United States. EDA generally allocates funds for the Global Climate Change Mitigation Incentive Fund (GCCMIF) to support projects that foster economic competitiveness while enhancing environmental quality. EDA anticipates that these funds will be used to advance the green economy by supporting projects that create jobs through and increase private capital investment in initiatives to limit the nation’s dependence on fossil fuels, enhance energy efficiency, curb greenhouse gas emissions, and protect natural systems. While the amount of funding available through this opportunity is dependent on FY2011 appropriations and is not yet known, EDA allocated $25 million for the GCCMIF in 2010. DOE Weatherization Formula Grants – Likely to be approximately $210 million

Eligible applicants: Agencies that administer the Weatherization Assistance Program (WAP)
DOE requests proposals for the Weatherization Assistance Program Formula Grant. The purpose of WAP is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce residential expenditures, and improve health and safety. Lead applicants must be agencies that administer the WAP program. Proposal due date varies by prime applicant’s program year. Grantees will be notified as soon as an update on FY 2011 funding becomes available. For planning purposes, grantees should proceed with their respective plans using the same funding level as the DOE 2010 appropriated funds.
