There is significant competitive federal funding available to support Reuse, Recycling, and Composting grant and cooperative agreement projects through the Department of Commerce's Global Climate Change Mitigation Incentive Fund. Green building, energy efficiency and renewable energy projects are also eligible.

- $25M in FY 2010 - investments ranged from $200,000 to $1,500,000.
- Deadlines: Quarterly cycles. Next Deadline is Dec. 15th and quarters run through Sept. 15, 2011 (applying sooner is better as budgets next year are unclear)

- Eligibility: Eligible applicants include a(n): (i) District Organization; (ii) Indian Tribe or a consortium of Indian Tribes; (iii) State, city, or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; (iv) institution of higher education or a consortium of institutions of higher education; or (v) public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a State. See section 3 of PWEDA (42 U.S.C. § 3122) and 13 C.F.R. § 300.3. EDA is not authorized to provide grants directly to individuals or to for-profit entities seeking to start or expand a private business. Such requests may be referred to State or local agencies, or to non-profit economic development organizations serving the region in which the project will be located.

Funded Project Examples:

Solid Waste Recycling Center (Palmer, AK):
In FY 2009, EDA invested $3M to construct an approximately 23,000 square-foot solid waste recycling building, helping to establish Alaska's first Regional Resource Recovery and Training Park. The building will meet LEED Silver certification standards for New Construction and support the regional recovery of recyclable materials from the solid waste stream. Training in recycling technologies and innovative utilization of recyclable materials will be offered on site by the University of Alaska (Anchorage) and the local Job Corps Center. The recipient estimates that the project will create 177 jobs.

Renewable Energy Resource Center (Maui County, HI):
In FY 2009, EDA invested approximately $1.06M to support the creation of the Renewable Energy Resource Center (RERC) to advance Hawaii's renewable energy cluster. The RERC will allow the recipient, the Maui Economic Development Board (MEDB), to disseminate information, connect prospects to resources and provide a model to spur business development to meet Maui County's and the State's goals for transition to alternative energy resources. Maui County, like the rest of the State of Hawaii, provides a culturally sensitive business environment and a "soft landing" for companies and governments in Asia to do business with the US. Consequently, the RERC will be able to connect renewable energy businesses in Maui County with those from other Asian/Asian-Pacific countries to help those countries meet their energy reduction goals. The recipient estimates that the project will create 175 jobs.

LEED-Certified Business Technology Incubator (New Philadelphia, OH):
In FY 2010, EDA invested approximately $2.3M to support the construction of a LEED-certified business/technology incubator within the Tuscarawas Regional Technology Park to provide business development and entrepreneurial support to the region’s emerging high-tech workforce. The project will incubate new and emerging high-tech business sectors within the region, including information technology, interactive digital technology, advanced materials, polymers, rubber products, nanotechnology, medical instruments, fuel cell and other alternative energy. The recipient estimates that the project will create 47 jobs.

Clean Technology and Renewable Energy Revolving Loan Fund Initiative (Dover, DE):
In FY 2010, EDA invested $500,000 to support the establishment of the Clean Technology and Renewable Energy Revolving Loan Fund (RLF) Initiative that will provide lower cost, higher risk capital not readily available from traditional lending sources to expanding private sector green energy component manufacturing firms. The RLF program is intended to offset the serious job and tax losses in Delaware from the shrinking automotive, banking and commodities industries. The goal of the RLF is to attract private sector investment and entrepreneurial growth in environmentally conscious clean technology and renewable energy products and businesses. This fund will make low interest, longer term loans to private sector companies involved in the development, design, and manufacturing of alternative energy equipment. The fund will be managed by the Delaware Economic Development Office. Eligible alternative energy equipment includes wind, solar, geothermal, fuel cells and biomass. The recipient estimates that the project will create 200 jobs.

Aquaculture Incubator (Tampa, FL):
In FY 2010, EDA invested $1M to support the construction of an incubator for the testing and development of aquaculture wastewater treatment technologies. The incubator will target firms and technologies that will dramatically reduce the demand for fresh water by the aquaculture industry. The depletion of aquifers and surface water are a contributing factor in global climate change. This investment will support the University of South Florida's research commercialization objectives by fostering the application of technologies that will dramatically reduce the aquaculture industry's demand, through recycling and reuse, on the critical supply of fresh water. This recipient estimates that the project will create 149 jobs.

Green Collar Workforce Training Center (Austin, TX):
In FY 2008 and FY2009, EDA invested approximately $1.9M in American YouthWorks/American Charter Schools to support the renovation of an existing facility into a Leadership in Energy and Environmental Design (LEED) Gold certified Green Collar Workforce Training Center. The Center will offer green workforce training programs for at-risk youth and other members of the South Austin community, providing training in areas such as solar power installation, rainwater harvesting, and green facilities management. Regional renewable energy and green building companies helped YouthWorks identify the specific types of training that would be most beneficial to the renewable energy and green building industry in Central Texas. The recipient estimates that the project will create 164 jobs.
