Proposed OMB Regulations Require Input
Would make sweeping changes
The federal Office of Management and Budget (OMB) has just posted what would amount to a major revision to ALL of the OMB circulars that govern and guide grantees through the federal grants management and Single Audit process.
The "advanced notice of proposed action" was just published in the Federal Register (8pg).
OMB is actively seeking comments by March 29, 2012. The overall goal is to consolidate the many existing federal circulars into a single location. Also included would be a shift towards considering the "financial risk" of an entity before a grant application can be approved.
The hoped for end result of this process will be increased efficiency (e.g. more standardized information collection across all agencies) and improved performance (e.g. adopting a risk-based model for single audits), but as always with complex topics like this, this is easier said than done.
Other changes would impact the Catalogue of Federal Domestic Assistance and the way new grant notices are posted in Grants.gov.
Be sure to review the proposed changes and comment before this moves to the next phase.
