Please see the attached memorandum from Secretary of Homeland Security Janet Napolitano concerning Guidance to State Administrative Agencies to Expedite the Expenditure of Certain DHS/FEMA Grant Funding. In addition, please see the overview of the FY 2013 National Preparedness Grant Program which was introduced today in the President’s FY 2013 Budget.
