1) EPA will hold a Public Meeting on Methods for Efficacy Testing of
Bed Bug Products
A meeting will be held on March 6-7, 2012, of the Federal Insecticide,
Fungicide, and Rodenticide Act Scientific Advisory Panel so that the
Office of Pesticide Programs can receive the panel’s expert opinions and
recommendations on the design and scientific soundness of the draft EPA
product performance testing guideline, OCSPP 810.3900 – “Methods for
Efficacy Testing of Bed Bug Pesticide Products.” This guideline
describes approaches to efficacy testing procedures, test methods, data
reporting and evaluation of testing results for Section 3 bed bug
pesticide product registration.
The public is encouraged to participate in the meeting by either
attending or submitting written comments to the docket
EPA-HQ-OPP-2011-1017 by February 21, 2012. For more information and

2) New Enable the Label On-line Discussion Forum Topic: LRM Chapter 13:
Unique Product Storage and Disposal
EPA's Office of Pesticide Programs has posted an update to Enable the
Label, our online discussion forum that helps improve the clarity and
usefulness of the Label Review Manual. The discussion topic for January
is Chapter 13, which provides guidance on storage and disposal
instructions for pesticides and pesticide containers. After the
discussion thread closes at the end of January, we will review comments
received and incorporate useful ones into future revisions of the Label
Review Manual. As a reminder, for discussions focusing on the Label
Review Manual, the Agency is not asking for general discussions on
pesticide policy issues.
We created Enable the Label to facilitate the exchange of information
and ideas related to the labeling of pesticides. We use the forum to
facilitate a monthly discussion focusing on one or two chapters of the
Label Review Manual. Forum participants are welcome to post their
thoughts and ideas on the topics and provide feedback on any other
subject covered in that month's chapter. The goal is to improve the
clarity and usefulness of the manual for its users -- primarily people
who draft, review, or enforce labels in the field. Pesticide
manufacturers and their representatives, and State pesticide regulators
may also use the manual.
Enable the Label provides informal comment opportunities to everyone
interested in improving the Label Review Manual, and encourages creative
solutions to complex pesticide label challenges in an open and
transparent environment.
We invite you to regularly submit your comments and comment on others'

3) EPA Approves Soil Fumigant Phase 2 Labels
EPA has completed review and approval of nearly all soil fumigant
product labels incorporating the second phase of mitigation measures
required by the 2009 Reregistration Eligibility Decisions (REDs) for the
soil fumigants methyl bromide, chloropicrin, metam sodium/metam
potassium, and dazomet.
New risk reduction measures include buffer zones and related measures
that will help protect workers and bystanders from exposure to
potentially harmful airborne concentrations of these pesticides.
This represents a major step toward full implementation of the risk
mitigation measures outlined in the 2009 REDs.
Measures added to labels in the first phase of implementation included
Fumigant Management Plans (FMPs), good agricultural practice
requirements, and new worker protection measures among other things.
Phase 1 labels were approved in 2010.
Existing stocks of products bearing Phase 1 labels may be sold and
distributed by registrants until December 1, 2012. After that date,
only products bearing the newly approved labels may be sold or
distributed by registrants. Distributers and retailers who are not
registrants may sell and distribute products until their supplies are
exhausted. Likewise, growers and applicators may apply products bearing
old labels until those supplies have been exhausted.
The newly approved labels will be available through the Pesticide
Product Label System (PPLS) (www.epa.gov/pesticides/ppls ) within a few
weeks as the labels are processed and entered into the system.
