We received this information from Mr. Tim Butters, US DOT. Attached is a very interesting, and disturbing, bulletin from TSA in PDF format. I want to bring this information to your attention, especially all of our HMRT contacts. Because many areas in California are prone to rivers and tributaries rising to flood stage and beyond during stormy weather, it would not be surprising that the USGS has installed these devices in our Regions without our knowledge.

Please become familiar with what these devices look like, and prepare for the possibility that you might be asked to identify them properly. PASS THIS INFORMATION ALONG ONLY TO THOSE WITH A NEED TO KNOW.

Attached is an updated bulletin regarding flood water sensors which have been placed in various locations to measure flood water levels by the United States Geological Survey. As you can see, the items could be mistaken as some type of improvised explosive device so their discovery could generate a law enforcement or fire response depending on which agency has marine capabilities. Situational awareness should still cause one not to approach an unknown device of this nature without first confirming, through appropriate sources, the location of these sensors.
