EPA's Tribal Consultation Opportunities
Dear Sir/Madam,
I am checking with you for your recommendations of specific individuals who are considered experts in certain Hydraulic Fracturing (HF) fields, who we may potentially contact to determine if they are interested in being considered for a new Panel the U.S. Environmental Protection Agency Science Advisory Board is forming: Hydraulic Fracturing Advisory Panel. The attached notice published in the Federal Register on August 21, 2012 provides background information about the Panel that will provide advice on EPA's Hydraulic Fracturing activities.
We're particularly seeking experts in the following fields, preferably with experience working in hydraulic fracturing:
Petroleum engineering and petroleum geology (including natural gas)
Deep petroleum wells: drilling, construction, mechanical integrity testing, completion, stimulation, closure
Groundwater fate/transport modeling
Surface water fate/transport modeling
Human health effects and risk assessment (including narrowing down/prioritizing which HF chemicals should have risk/toxicity analyses)
Hydrology and hydrogeology, including water quantity and water mass balance assessment analysis
Geology
Statistics, including analysis of case and field studies
Individuals with direct experience working in the modern oil and natural gas industry are also particularly being sought. We would like to consider experts with practical experience in operational aspects of oil and natural gas exploration and production, including hydraulic fracturing; applying petroleum geology and geophysics to oil and natural gas recovery schemes; upstream water and waste management; and applying soil/groundwater fate and transport principles to address the distinct upstream issues. We would also like to consider experts with knowledge in rock mechanics as it relates to hydraulic fracturing and the stimulation of fracture migration; and oil and natural gas composition and chemistry and fracturing fluid composition, chemistry and analysis.
For your information, current plans for Panel activity include holding a two to three day meeting and a four hour teleconference call within the first several months of 2013, in order to provide advice and review under the auspices of the SAB on EPA's hydraulic fracturing research described in its 2012 Progress Report that is planned to be released in December 2012. Additional meetings of the Panel may occur after the initial meeting. Meeting times are yet to be determined, depending on Panel availability. This SAB Panel may also provide advice on other technical documents and issues related to hydraulic fracturing upon further request by EPA. EPA plans to use advice from the Panel for the development of a report of results, estimated to be released in 2014, which will also be reviewed by the SAB. Approximately 20 to 30 hours of homework time are anticipated associated with particular reviews to be conducted by the Panel. Please be aware that homework hourly costs, assuming those hours are reasonable, as well as meeting time and travel expenses, would be covered and reimbursed.
If you could potentially provide the names of experts who we could consider and potentially contact in these areas, that would be greatly appreciated. We are hoping to complete our initial search for experts and who are willing to serve as soon as possible, with a goal of releasing our list of candidates in the near future.
