DISTINGUISHING FEATURES OF THE CLASS:
The Environmental Programs Planner is responsible for the planning of resource assessments/allocations, coordination and administration of technical, policy analysis and regulatory environmental affairs within the Gila River Indian Community's Department of Environmental Quality (DEQ). This position performs a variety of professional, administrative, and managerial tasks; including all aspects of environmental incidents, agency reporting, coordination with other jurisdictions and regulated entities and providing complex technical assistance regarding environmental laws, regulations, legislation, and policies. This position assists the Director and Program Managers with program planning and organizational development that provides fiscal responsibility and management.

ESSENTIAL FUNCTIONS:

Manages and directs all aspects of assigned Environmental Management Program, including cost control, budget, policies and operations
Manages annual departmental strategic planning process; develops planning models.
Manages the annual US EPA General Assistance Program (GAP) grant; including development of annual work plan, budget and reporting.
Develops annual environmental report; using key environmental indicators for tracking departmental results in improving the environment.
Assists the Executive Director and Program Managers in developing departmental objectives, goals and long-range plans; including oversight of program evaluations and findings.
Provides guidance to management on environmental compliance and enforcement issues; monitoring programs; remediation programs; permitting programs.Develops policies, ordinances and processes related to environmental compliance and permitting; while enforcing and ensuring compliance with applicable Federal and Tribal government laws, statutes and ordinances.
Produce and review written documents such as letters, technical reports, scientific analysis and evaluations, memos, budgets, federal grants, data summaries, and tribal ordinances in order to convey information to others internally and externally in the organization.
Comprehend and make inferences from written material in order to analyze data to produce documents, supervise staff, and make operational decisions.
Conducts research on policy trends in Indian Country, coordinates with the state and the Environmental Protection Agency (EPA) as necessary and relays pertinent information to management.
Provides detailed review and analysis of proposed, new and/or revised environmental policies, regulations and/or laws that impact the Community.
Interact with private contractors, consultants, federal, tribal land state environmental regulators, other governmental officials, and business owners/managers; develop and prepare recommendations and technical reports related to environmental quality management.
Oversees the establishment and system to track grants, contracts, tasks, deliverables, reports, permits, inspections, actions and conditional requirements.
Review and approve plans, specifications, designs, reports, studies, policies, and procedures relating to environmental management and compliance.
Serve on environmental quality related committees, task forces, and interagency coordinating groups; present material and reports to Tribal Council and/or Committees.
Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILL AND ABILITY:

Extensive knowledge of environmental issues, Environmental Protection Agency regulations, Federal Indian Law State laws, Tribal Laws/Ordinances and standards applicable to environmental quality.
Knowledge of tribal laws and Department of Public Health rules and regulations pertaining to environmental health.
Knowledge of various field equipment and software (e.g., GIS, air, water and soil monitoring etc).
Knowledge of principles and practices of program and project management.

Required to qualify for a Tribal Driving permit .Valid state driver's license with a current proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application.

Bachelor's degree from an accredited college or university in Environmental Health, Public Health, Engineering, Natural or Physical Science or closely related field and five (5) years experience in environmental quality assigned program; including two (2) years supervisory experience. Master's degree preferred.

ADDITIONAL REQUIREMENT:
Required to qualify for a Tribal Driving permit. Valid state driver's license with a current proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application.
