Environmental Education Grant Request for Proposals (RFP) Deadline has been Extended Until April 11, 2018

The RFPs, originally issued in January, have been modified in order to expand the scope of the environmental issues that can be addressed. The updated RFPs for the 2018 Local Grant Program are posted below by Region. The changes to the RFP provide applicants with greater flexibility to address environmental issues relevant to their communities. To provide applicants with time to modify their proposals in light of the new amendments, EPA has extended the deadline until April 11, 2018.

NOAA Environmental Literacy Grants






Supporting the Education of K-12 Students and the Public for Community Resilience – $2 million

The goal of this Federal Funding Opportunity (FFO) is to support the education of K-12 students and the public so they are knowledgeable of the ways in which their community can become more resilient to extreme weather events and/or other environmental hazards, and become involved in achieving that resilience.

Many U.S. communities are increasingly contending with issues related to preventing, withstanding, and recovering from disruptions caused by extreme weather, such as severe storms, tornadoes, hurricanes, flooding, heavy precipitation events, persistent drought, heat waves, increased global temperatures, acidification of the ocean, and sea level rise. These extreme weather and climate events put stress on infrastructure, ecological systems, and the humans that live in the impacted places.

Education projects focused on resilience enable and empower community members, including children and youth, to protect themselves and their communities from these hazards. Projects through these grants should build the environmental literacy necessary for communities to become more resilient to extreme weather and other environmental hazards they face. Project topics must relate to NOAA's mission in the areas of ocean, coastal, Great Lakes, weather, and climate sciences and stewardship and should focus on one or more of the goals of NOAA's Next Generation Strategic Plan: healthy oceans; weather-ready nation; climate adaptation and mitigation; and resilient coastal communities and economies.

NOAA: Building Capacity for Environmental Literacy

The purpose of this Federal Funding Opportunity (FFO) is to build capacity for environmental literacy in support of National Oceanic and Atmospheric Administration (NOAA) mission goals through a cooperative agreement with a non-profit organization. In order to further the efforts of the external community that supports NOAA’s environmental literacy-related priorities, NOAA is seeking a partnership with a nonprofit organization with a mission of environmental education and/or conservation to work with NOAA to implement formal and informal education efforts, outreach, and professional development in support of environmental literacy.

The successful applicant will be supported through a 5-year cooperative agreement with NOAA and should have significant experience supporting environmental literacy, as well as capacity to convene meetings and workshops, manage small-scale grants, and support program evaluation. Experience facilitating partnerships, developing education and outreach materials, and implementing educator professional development is also preferred. Specific activities will be determined collaboratively with NOAA and will further the efforts of the external community to build environmental literacy through informal and formal education.

Projects will support NOAA's mission in the areas of ocean, coastal, Great Lakes, weather, and climate sciences and stewardship as defined by the goals of the NOAA Education Strategic Plan 2015-2035 (http://www.noaa.gov/office-education/no ... evaluation). NOAA's education website (http://www.noaa.gov/education) provides more information about NOAA education activities and existing partnerships. Projects must be implemented within the United States and its territories. Eligible applicants are nonprofit organizations.

For-profit organizations, individuals, state, local and Indian tribal governments in the United States, foreign institutions, foreign organizations and foreign government agencies, and institutions of higher education are not eligible to apply, but may be project partners. Federal agencies are not eligible to receive federal assistance under this announcement, but may be non-funded project partners. NOAA anticipates the availability of approximately $200,000 to $1,000,000 for each year over the five year period of FY 2018 to FY 2023 for this award, not to exceed a total award of $5,000,000 for all years. NOAA anticipates making one award in the form of a multi-year cooperative agreement in FY 2018 by July 31, 2018 with a start date no earlier than August 1, 2018. 2019 National Urban and Community Forestry Challenge Cost Share Grant Program announces their Grant Category D: Prepare for Pests, Threats, Natural Disasters and Associated Changes and Risks. The U.S. Forest Service anticipates approximately $900,000 in grant funds to be awarded through the 2019 National Urban and Community Forestry Challenge Cost-Share Grant Program.

The Secretary of Agriculture has a congressionally designated advisory council that assists the U.S. Forest Service in establishing the grant categories and recommendations of final proposals for the Forest Service to consider. This is the National Urban and Community Forestry Advisory Council (Council). The Council seeks to establish sustainable urban and community forests, by encouraging communities of all sizes to manage and protect their natural resources, which, if well managed, improves the public’s health, well-being, economic vitality, and creates resilient ecosystems for present and future generations.

The Council seeks to fund proposals that clearly broaden the base of participation through the involvement of such non-traditional partnerships and the inclusion of underserved communities with applicable local, state and/or national urban forestry contacts. Underserved Communities are communities that do not receive equitable financial and technical assistance as other communities might, in maximizing the benefits from the conservation and management of their natural resources. In this context we consider underserved as low income, under represented racial / ethnic minorities; Native Americans; people with disabilities and the elderly.

Eligible Applicants: Any U.S. non-Federal organization and Tribal agencies, operating within the United States or its territories, may apply for the Challenge Cost-Share grant. While collaboration with Federal agencies is encouraged, a Federal agency may not receive funding or be used as match to the Federal funds being requested. Individuals and private land are not eligible. Proposals are required to address National or multi-state, multi-tribal land urban and community forestry issues.

The objective of this FOA is to invite states, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on projects that seek to conserve and use water more efficiently; increase the production of hydropower; mitigate conflict risk in areas at a high risk of future water conflict; enable farmers to make additional on-farm improvements in the future, including improvements that may be eligible for Natural Resources Conservation Service (NRCS) funding; and accomplish other benefits that contribute to water supply reliability in the western United States.
