FY 2013 Tribal Emergency Management Performance Grant

Dear Tribal Emergency Management Professionals and Other Interested Parties:

Greetings and salutations. On Wednesday, December 11, 2013, the California Governor’s Office of Emergency Services (Cal OES) Grants Management Section (Grants) is proud to announce the release of the following grant funding opportunity: Fiscal Year 2013 (FY 2013) Tribal Emergency Management Performance Grant (EMPG) Program – California Tribal Supplement to the Federal Program Funding Opportunity Announcement (FOA); or, The State Tribal Guidance. It is a competitive grant for up to $272,207. The eligible grant recipients are all federally-recognized Native American Tribes in California. Further, there is a dollar-for-dollar match requirement for this grant funding that will need to be met by the tribal entities awarded funding. Please assist Cal OES Grants in forwarding this opportunity announcement on to any interested tribal parties you may know of.

However, for convenience, attached above you will find The State Tribal Guidance for the FY 2013 EMPG. Also, attached above are the two initially required application documents: 1.) Notice of Interest (NOI) Investment Justification and 2.) Notice of Interest (NOI) Detailed Budget Worksheet, to be submitted in the Initial Application Process.

All interested applicants must submit their Initial Application, which consists of the NOI Investment Justification and NOI Detailed Budget Worksheet, via e-mail to Cheryl McCorkle at cheryl.mccorkle@caloes.ca.gov no later than January 2, 2014.

The initial application materials will be reviewed, rated, ranked and prioritized by a panel of reviewers. After the selection process is complete, the highest prioritized applicant(s) will be notified and invited to submit the complete application packet. The complete application packet is due to Cal OES no later than February 21, 2014.

Please direct all questions regarding the Tribal EMPG Program to the Program Specialist, Cheryl McCorkle, at cheryl.mccorkle@caloes.ca.gov. However, due to the competitive nature of the Tribal EMPG Program’s Notice of Interest (NOI) grant application process, only technical assistance-related questions can be answered.

For other tribal-related matters, please direct your inquiry to Cal OES’s Native American and Tribal Government Affairs Office, tribal liaison, Denise Banker, at denise.banker@caloes.ca.gov.

The application process will consist of a two-step process:

1. Initial Application (Notice of Interest Documents) – Competitive Component
And
2. Complete Application (All Other Required Documents) – Non-Competitive Component

All interested applicants only need to submit the Initial Application (Notice of Interest Documents) by January 2, 2014. The initial application process will involve the electronic submission of two (2) Notice of Interest (NOI) documents, the Investment Justification (IJ) and the Detailed Budget Sheet, by the interested applicant Tribe’s, to Cal OES’s Cheryl McCorkle at cheryl.mccorkle@caloes.ca.gov no later than January 2, 2014. You will find details regarding this specific process on pages 3-6 of the above attached Guidance document.

After those initial application materials are reviewed, rated, ranked and prioritized, the identified highest prioritized applicant(s) will be invited to continue in the “complete application process”.

Of those applicants selected to move forward from this initial application process they will then be required to submit the “complete application”. At which point, those selected applicants will submit all required document’s associated with the “complete application” to Cal OES no later than February 21, 2014.
Further details regarding the “complete application process” can be found on pages 6-8 of the above attached Guidance document.

For those applicant(s) invited to continue in the complete application process, they will be able to receive assistance from Cal OES Grants staff, Cheryl McCorkle, in the development of their application, as at that point the process will no longer be competitive. Also, the complete application process does involve the use of an Excel workbook document known as the Financial Management Forms Workbook (FMFW).

Again, at this time, for interested applicants, they need only to submit the documents initially required by the first step of the process, which is the submission of the two (2) Notice of Interest (NOI) documents by January 2, 2014.
