FY 2013 Fuels Project Proposals 4 Year Programs

To All:

Attached is the documents you will need to complete your FY 2013 Fuels Proposals. Please ensure you complete the 4 year POW spreadsheet “FY 2013_2016 POW” and return to the appropriate person by no later than the close of business on April 1, 2012. Any submittals after this deadline will not be considered for funding. Please make sure you provide a detailed operating budget per project proposed for FY 2013. As you all may be aware, we did this process last year, in which you planned for FY 2012-2015, however, due to circumstances at the National Level, only FY 2012 was considered. Now, we are being required to re-submit a 4 year Program of Work for FY’s 2013-2016. Please make sure you complete each tab corresponding with the correct Fiscal Year. It is crucial that each year is completed or your eligibility for funding may be very limited. As indicated in the instructions tab in the spreadsheet, the FY2013 tab needs to be accurate acres/dollars and information, whereas the following years can be estimates/approximations but they should be as accurate as possible. No other documentation is due by April 1, 2012 other than the 4 year POW spreadsheet and detailed operating budget. Please submit your spreadsheet and budget to the appropriate data collector as indicated in the attached letter.

A hard copy of the attached notification letter will be faxed and mailed to each Tribal Office as well. If you are in need of the 4 Year POW spreadsheet, Non-Fire Treatment Plan format, Prescribed Fire Burn Plan template, please contact of of us listed in this email and we can send you the documents.

Being that WUI landscapes are considered the highest priority, we need recommend that sufficient projects are planned in the WUI. Also, it is recommended that you plan your 4 Years Program of Work at 150% of your average needs/workload. You should plan 60% of your workload in the WUI and 40% in the Non-WUI.

By July 1, 2012, a GIS Shapefile will be required to be submitted for each treatment proposed for FY 2013. Please submit the shapefile to Jamie Schubert, Regional Fuels GIS Specialist by email at Jamie.schubert@bia.gov. If your project is considered “pre-approved” you will be required to submit a signed Non-Fire Treatment Plan and/or Prescribed Fir Burn Plan by October 1, 2012. You will be notified by Josh Simmons, Regional Fuels Management Specialist prior to the October 1, 2012 deadline if a plan is needed.

Do not provide a Tribal Resolution. A Tribal Resolution will be requested once project funding is determined and notifications are being made in FY 2013.

I will be out of the office beginning March 11, 2012 through March 30, 2012 on a Prescribed Fire Detail to the Mississippi Choctaw Reservation.
