Helping Tribes and
Local Governments
Create Joint Jurisdiction
Collaborations.

Please join us for an exciting webinar on tribal/state Wellness Court collaboration presented by founders Judge John Smith and Judge Korey Wahwassuck on December 2, 2013 at 2:00 pm ET. In 2006, in response to high numbers of drunk driving fatalities, Judge Smith from the District Court in Cass County, Minnesota and Judge Wahwassuck from the neighboring Leech Lake Band of Ojibwe Tribal Court, came together to create the nation’s first Joint Jurisdictional Wellness Court. To date, its success has been well documented by the number of Wellness Court graduates and national awards received.

BJA has provided funding for a TEAM (together everyone achieves more) Project that will allow for documentation of the Cass County Wellness Court, and training and technical assistance to one site that wishes to use Cass County as a model in creating its own joint jurisdictional court initiative. Judge Smith and Judge Wahwassuck are members of the TEAM and are joined by Jennifer Fahey, JD, a former prosecutor with experience creating joint jurisdictional sentencing circles, and Allison Leof, PhD, a senior policy analyst who will be coordinating the project through Oregon Health and Sciences University (OHSU). Project TEAM staff biographies can be found on the project website. All staff will be available for the webinar to answer questions.

The goal of the TEAM Project is to create and implement a program that will improve client outcomes, build relationships between tribal and state and local governments, and make more effective use of resources. The webinar will discuss the current Wellness Court Collaboration in Cass County and will also discuss the grant opportunity available to eligible jurisdictions that want to create their own joint jurisdictional court collaboration, whether it be drug and alcohol courts, mental health or veterans courts, alternative sentencing initiatives, juvenile justice reforms, reentry programs, or other initiatives as appropriate.

The webinar will give you an overview of the Cass County experience and provide an overview of the grant application process. While the grant is for training and technical assistance focused on joint jurisdictional collaboration, and does not come with direct funding; it is anticipated that the work completed through the TEAM Project will provide recipients with a strong strategy, program implementation tools, and a sustainability plan to potentially help secure future funding. The Wellness Court model has received local and national awards including recognition from Harvard University Honoring Nations Program, the National Association of Drug Court Professionals, and the National Criminal Justice Association, which may have contributed to their foundation funding.
